The local authority is exploring the use of technology to ensure its other meetings can also go ahead.
North Somerset Council’s planning and regulatory committee refused the expansion plans when it met last month.
Councillors said the environmental and societal impacts outweighed the economic benefits of the expansion, which would see passenger numbers grow to 12 million by 2020.
